Mr. K. M. Mahinda Siriwardana was appointed as the Chairman of the Sustainable Development Council on June 10, 2022, by the President of Sri Lanka. He is the Secretary to the Treasury and the Secretary to the Ministry of Finance and Planning since April 2022.

Mr. Siriwardana served as a Deputy Governor of the Central Bank of Sri Lanka (CBSL) from February 2020 until his retirement in April 2024. With over 33 years of experience at CBSL, he oversaw multiple key departments, including Economic Research, International Operations, Domestic Operations, Public Debt, Statistics, Regional Development, Human Resources, Risk Management, Currency, and Communications. Prior to his appointment as Deputy Governor, he held the positions of Assistant Governor and Director of the Economic Research Department.

From July 2017 to October 2019, he was on release to the International Monetary Fund (IMF) as the Alternate Executive Director for the constituency comprising Bangladesh, Bhutan, India, and Sri Lanka.

He also served at the Ministry of Finance from October 2010 to April 2015 as the Director General of the Fiscal Policy Department and an Additional Director General of the National Planning Department.

Mr. Siriwardana was an ex-officio Member of the Monetary Board of CBSL from April 2022 to mid-September 2023. He currently serves as an ex-officio Member of the Finance Commission of Sri Lanka. Additionally, he has chaired the Monetary Policy Committee (MPC) and Market Operations Committee (MOC) and was a Member of the Corporate Management Committee (CMC) of CBSL. He has also been a Member of several Special Standing Cabinet-Appointed Procurement Committees (SSCAPCs) of the government.

He has represented the Treasury on the Boards of Directors of various institutions, including the Bank of Ceylon, Commercial Bank of Ceylon PLC, National Savings Bank, Sri Lanka Ports Authority, Board of Investment of Sri Lanka, Export Development Board, Sri Lanka Export Credit Insurance Corporation, and Sri Lanka Vocational Training Authority.

Mr. Siriwardana holds a Master of Arts (MA) in Economics and a Postgraduate Diploma in Economic Development from Vanderbilt University, USA, as well as a Bachelor of Arts (BA) (Special) in Economics from the University of Kelaniya. He has participated in numerous international training programs in areas such as macroeconomic management, macroeconomic diagnostics and forecasting, monetary policy implementation, central banking, government finance, public financial management, public debt management, and financial programming and policies. He has also published several research articles.
